As soon as a cryptographic system serves a large number of users, there is the need to setup a Key management Infrastructure (KI). Key Infrastructures are created to put at work asymmetric cryptography algorithms with public keys management (Public Key Infrastructure - PKI) and code books cryptography with XC matrices management.
